Portsmouth borders St. Johns to the north, Kenton to the east and south, and University Park to the west.

Residents looking for outdoor activities have several local options, including Northgate Park, McCoy Park, New Columbia Bicycle Skills Park, and the popular Columbia Park. Columbia Park is vast: 35-acres of land with sports fields (baseball, softball, and soccer), tennis courts, a volleyball court, horseshoe pit, indoor swimming pool, wading pool, playground, trails, and several picnic areas.

Portland Public Schools operate Portsmouth Middle School and two elementary schools here.

Portsmouth residents enjoy all the amenities, including retail stores, restaurants, coffee shops, bars, and more on N Lombard St, which is shared by University Park. The district is also a quick drive from Jantzen Beach for shopping. Portland International Raceway (PIR) and Heron Lakes Golf Club, also in the area, offer opposite ends of the spectrum for entertainment, one loud and one quiet.
