Rose City Park neighborhood was platted in 1907, the same year as the first Portland Rose Festival. The district was probably named Rose City Park in a celebrated atmosphere for Portland's first Rose Festival and the anticipation of many more to come. Rose City Park (park) indeed sits inside Rose City Park neighborhood. The park was not acquired until 1920 and then named after the name of the neighborhood. The park does have a beautiful rose garden along the perimeter and connects to the Rose City Golf Course, which sits just inside Madison South neighborhood just east of Rose City Park.

Rose City Park has some older houses with 1920s charms. Typical architectural styles here include English cottages and ranch homes.

Forbes magazine named Rose City Park the ninth most overpriced neighborhood in the country based on buying costs against the return from rental income in 2008. However, Rose City Park held up its price during the Great Recession from 2008 to 2012, with only a -1% decrease in home value. Prices did not go down like the rest of the country, which contributed to the high housing costs factored in the Forbes' 2008 findings, and that's a good thing!
